Last year I had rows of beans shut down because of the 90+ degree heat. This year it's a scorcher and I have Agrabon row covers on six 40' bean beds and they continue to produce at a near normal rate. No question in my mind it stops some of the ultra violets AND brings down the temp a little bit. I keep the ends open. Only bad part is I have to slit the top every 4' or so to vent and that kills the cover for future frost protection. However, taking huge amounts of beans to market during weeks of super hot Georgia weather certainly pays for the covers.

While some people may laugh, I thought I would share that using row cover between the ribs and the plastic does help keep the temperature cooler inside hoop buildings.  I don't have any hard numbers due to bad timing of a broken thermometer.  It has been in the mid 90's and I am working in the buildings in the middle of the afternoon.  Usually a bad idea.
