shoot the dog.
The township where I live used to take up a dog tax (till the state cut the system )  they used the the tax to compensate for livestock kills. They would pay up to 12 dollars for laying hens. Then they would send the dogs owner a bill, if they didnt pay and keep thier dog up they would lose the dog to animal control.

One of my neighbors lost a chicken to a neighbor dog, They had bought the chicken from Murray McMurray, and called them and asked the price of a chicken at that same age. She said it would be $50 to replace her chicken. That is what she made the neighbor pay. That was a couple of years ago.  I had to get electric fencing for my chickens, as there are 2 dogs around here that will kill the chickens. It angers me that I had to pay so much for the fencing because the neighbors refuse to restrain their dogs. I have a huge area for them to roam around in, at least I know they are safe from the dogs.
