I seed clover in winter squash and pumpkins after second cultivation and hoeing, ideally right before the cucurbit vines really start to run.

The clover then remains through the next year as a cover crop, being mowed occasionally during the season to discourage the weeds; and gets tilled in the second spring before planting other vegetables. It will generally provide all the nitrogen needed by the third year crop.

I haven't tried soybeans; but if you don't have the full year available for the clover, I don't know whether that might be a better choice.
