Yes, the "clock" starts the moment the poo hits the ground, so to
speak. If you have animals on the ground, these new guidelines say 210
days between the last possible poop date and the first possible harvest
date.
The issues for growers in flood plains is perhaps the most difficult under
these new guidelines because even if they don't own animals per se, any grounds
touched by flood waters which could reasonably have "touched" manure areas
upstream, including rotational pasture grazing systems, would be subject to
the same 210 withdrawal times. That very topic is causing quite a bit of
uproar here in western WA because most of our ag valleys flood regularly during
November, and that 210 day separation would put the first harvest unacceptably
late into the growing season. Some counties like mine have a dike system
such that floodwaters don't touch the growing fields (most years). But
just one county south of us opted for a no-dike flood management approach
several decades ago, and those farms flood at least partially almost every
year. Many of them have precious little high ground, and that high ground
is where they put their animals during flood events. This new guideline
puts most of those folks in a real bad jam. They either blow off the
guidelines, build their own dikes (which I believe is illegal even if it was
affordable which it isn't), or change their entire farming schedule.
Or quit farming. I haven't had the courage yet to ask those folks what
they're going to do, particularly if this becomes a written or de-facto
law. That's some of our area's most fertile soil and these new regs would
put a lot of those folks out of the veggie business.
