They grow just fine in hot weather, usually; the problem is that if brassicas mature / are harvested in hot weather the flavor may be bitter. (This is more true of some brassicas than others, and may be more true of some varieties than others.) Also the harvest size heads won't hold as long in the field in hot weather.

So you want to plant them early enough so that the young plants can do most of their growing during the warmer and longer days, but late enough that the harvest will come in cooler weather. This date will, of course, vary considerably with location.
