Isn't Lincoln advertised as a narrow leek that is good for selling as "baby" in bunches?  You probably will not ever get those to develop any girth.  As for the King Richard's, it's rather late in the season but keeping them well irrigated and perhaps some liquid fish fertilizer might help.
