At our "producer only" market we have also found that the best method is trust and varify.
On our application there is a crop plan page. Vendors fill out this form including expected planting and harvest dates and row feet/acres planted for each crop. Our market manager does annual inspections and uses this crop plan as a form. She checks off each crop as it is seen - makes notes as to stage of growth or whatever is necessary and signs the bottom. The forms are kept at the market so they can be referenced if there is a question on site at the market.
We also do these types of inspections for processed food vendors as we require a percentage of local ingredients - so we check out receipts for ingredients and are looking for proof that they make all their own products.
