We have a wood gasification boiler that we use to heat water, we run the hot water through half inch pex tubing that is layed out on the greenhouse tables and we put the flats right on top of that. It keeps the flats nice and warm and it keeps the greenhouse above freezing and since we have a wood lot, it does not cost money to heat the seedlings and the greenhouse.
The gravel sounds like a nice touch to it but heavy and while it would add to the system I wonder if it would be necessary. What we do (three years now) works.
