Hey Andrew,
18 mos may be one of your problems. For me hay and
straw took 24 months even though I continued to keep
it turned. I found the way to speed up the process
was to put everything i used in my compost including
hay and straw through a chipper/shredder. Compost
ingredients will decompose faster if the pieces are
about 2" or smaller. I also threw in handfuls of
alfalfa meal (rabbit pellets) to boost the nitrogen
content.
