Rosemary is a notorious non-germinator, meaning that if you plant 200 seeds you will end up with about 25 plants. Johnny's has a new variety that is supposed to be much more reliable but which we can't use as it is not organic seed. (have heard that its good, though as far as better germination)
The good news is that the seedlings that do come up are usually vigorous with relatively few casualties...
