Only if the nutrients were in the soil to begin with. The legumes pull nutrients from deep soil, esp nitrogen and then when you plow them in, they are there for subsequent crops. We have made nice sandy loam out of a "beach" by planting southern peas for 15 years, but crops still need nutrients.
