Paul, You wrote "building permit". You should not need to get a permit for a hoophouse,its not a permanent structure. This may be different from state to state but generally when you are told to put concrete in the hole to support the ground stake, the concrete makes it  permanent and TAXABLE. ... Bob.

  The basic design calls for the posts to be driven in the ground.  But my building inspector doesn't want to approve a permit for the design without the posts being set in concrete.  He wants them to be set at least at 42" deep to be below the frost line.  He is using the common sense advice about shallow set fence posts that need to be reset each year.  Around here, (western new york state) if you don't set your fence posts deep enough the frost will heave them up a bit and loosen them. 

  Have people had good success with wiggle wire to lock in the poly?  I have seen several commercial greenhouses on the way to work that use it so that makes me feel better about using it.
