I suppose you have already tried a few cats?

(Sorry, it's awfully obvious but no one has mentioned it
yet.)

Maybe there are bird situations that a reasonable number of
cats cannot cope with. ????

But you could even have a little doghouse-affair (a
cathouse!) in fields, and feed and give the cats water in
the fields. And presumably they would hang around that
area.

(I don't know for sure that this would work, as our cat is a
house cat who goes in and out as often as she can find
someone to open the door for her.)
