Some garlic just likes to sprout. As long as the junction of root/shoot is mulched, you should be just fine. Some varieties may have the green tops nipped back, but some of the acclimated garlic seems to just take this in stride.
If you've had these varieties for more than 3 years, they should be okay. If you're really nervous about garlic that hasn't been in your climate for the 3 years or more and it came from a more Southern region, you can add some more mulch, but if the mulch is thick and the root/shoot junction is protected, the garlic should be just fine.
