The soil is a sandy loam and it won't be irrigated. It's been used for
cotton production for the last several years. Is this enough info to tell
what would be good for a vegetable garden and how to apply it?

Usually that would depend on the existing soil structure, humus content,
biological activity, and available nutrients. You probably know fertilizer
is more than just N-P-K.
