Hi Denise.......I use fish emulsion alot (we are in the country with tons of wildlife, including many raccoons who come quite close to the house and barn)  
 
Over 5 years, not a problem, but we do have dogs in the yard adjacent to garden (however they are lazy, as foxes have pranced right in the yard and eaten ducks over a period of weeks while dogs napped before I figured out what the heck was happening).
 
I use it on  transplants, and as a pick me up foliar feed (usually with seaweed).
