The National Organic Production Standards of the U.S. do require the management of soil fertility through rotation and the use of cover crops and tillage and cultivation practices which maintain and improve soil fertility. See #205.203 of the NOP Standards. A copy of the NOP Standards can be downloaded from the USDA website. The Canadian Organic Standards are similarly available for download from the Canadian General Standards Board. In Canada we are in the beginning stages of harmonizing standards Canada-wide. Previously producers were certified to regional standards. I think that there has been a lot of controversy lately in regards to how the organic standards can be easily co-opted by large organic producers who have attempted to weaken the standards. What remains in both Canada and the U.S. is a fairly rigorous standard that exceeds any other food system in quality assurance through comprehensiveness of the standards and the inspection system that is in place.
