Would it be possible to have a GPL type of licensing arrangement? This is
what the Gnu people did and then that brought in Linux as well. It is
characterized more as a copyleft than a copyright.
After the GPL is set up, the groups would fund their local activities with
money from those who need "support" just like is sold from Linux/Gnu support
corporations.
