Could be cutworms rather than damping off. A simple solution to prevent
cutworms getting at transplants is to take a plastic drinking straw, cut
it into thirds, and then make a cut down the long side of each piece so
it will slip over the stem of the plant. Put one around each stem at
transplant time, pushing it down into the ground just a bit. Leave it on
- by the time the plant grows big enough to push the plastic off, the
stem will be too tough and woody for cutworms to eat through.
