In theory, I think your idea of using Tulle as a row cover is good. There
are several products that are screens/mesh to seperate the pests from the
crops - But -
What I remember as Tulle (I use to work in a florist shop in my college
days) was a netting with openings about 1/8 inch wide which may be large
enough for the critters to lay eggs through.
I did a little math and it sounds like your 'Tulle' is around twice as
expensive as a light weight row cover fabric.
In addition, you would be wise to keep an eye on the tulle as it is
probably not UV protected and may break down in a mater of weeks.
