Well, you often see the county councils put gravel over a beautiful new tar road surface. Not only does this then wear faster but it also costs many car wind screens and falls from cyclists and motorbikes. You know that every fall and glass break is good for the GNP but I think some politician must have a brother with a gravel pit or another relative in car wind screen repair.
That is how things work here.
And no we have plenty of small frosts but nothing much that goes even a few inches deep in the ground.

We're mostly gravel here.  They just grade it once a year to smooth them back out. 
You don't get that hard a freeze there do you?  Frost line is 5-6 ft deep here.
Everything rises up on the ice and sinks back down in the spring.  mostly  :o)
