I agree with that.  This is a bit political but that would not be law anyway, it would be a code, rule, regulation, statute, etc.  Law requires a flesh and blood damaged party that can be put on the stand and cross examined as to how and the extent of their damage.

Ken I might be mistaken, but I think Muscovies are the breed that have been outlawed in most states as of this summer.  There was a lot of discussion about it on the poultry group I belong to.  You can raise them for meat, but you can't sell them and you have to have a special permit to even do that.  They have to be completely contained and if they are every caught out of a pen they have to be destroyed.
