I just wish to point out that "act" can also mean to STOP doing something: doesn't have to be to ADD. But personally, I feel that (large) government presents too much of a corruptible foci, one which is more often then not hijacked by (rich) special interests.

If true energy costs were realized our energy consumption would go down; we'd use energy in much more meaningful/fundamental ways. People have been so spoiled by government subsidies that they have no idea of the fundamentals.
