The short answer is you can't find out in advance.  Here's the rest of what I know.
 
ATT started in the center of Raleigh and moves out about 1/4 a mile each week, so about a mile a month.  ATT vaguely referenced some FCC laws that say how fast they can move.  If you're not Holly Springs, you'll get the service but when you'll get the service is open ended.  If you're Holly Springs, you won't get the service due to some agreement with Embarq.
 
I decided I'd use the fake competition to get better service from Time Warner because I live in Holly Springs.  I had to sign a contract but even if it came the day after I signed, ATT offers nice rebates which would offset the early termination fee.  Hope it shows up soon for you.

My neighborhood in Cary has lots of 'ATT' orange paint marks on roads
and sidewalks.
Is there a way to find out whether AT&T U-verse service is going to be
installed in my neighborhood?
My web-surfing for U-verse has only found advertising, and how to sign
up if service already exists in your neighborhood.
