I haven't used POP for a long time; the only thing I can think of would be if the wireless connection was so bad that it caused the POP TCP connection to drop, and the POP server was configured to require a longish timeout between connections.

The cyrus pop server has a flag 'popminpoll' in imapd.conf that controls how many minutes a user must wait between logins.*

Wireless should be able to handle a dozen or so users, as long as you're not doing anything like running applications of a shared file server. If the bulk of your traffic is going to external web sites, the WAN connection is going to be the choke point
