We actually bought the TV we're replacing from a pawn shop.  It's lasted for quite some time but we can't in good conscience continue to use it.
 
I settled on an open box from Circuit City.  It's a Magnavox 20" that was originally $130 marked down to $90.  That was a good enough deal for me.  It has the requisite inputs and even a V-chip.  Now that I have a 9 year old asking me what swear words are safe I have found that a V-chip can be comforting.  South Park isn't something he needs to see quite yet.

Check out the local TV repair places. The place in Oak Park SC
on Glenwood in Raleigh is a good one. They fix them and sometimes
people don't want to pay. I've picked up one or two over the
decades there. I'm sure there are other places like it around.
