ImageMagick is awesome. :) As to the question of whether it's the best solution or not... well, that depends on what you're using it for, I guess. I've never had a problem with image quality using ImageMagick.
I /can/ tell you that if you're doing this for the web, and you're planning on taking a bunch o' big image files and dynamically making a bunch 'o thumbnails at each page load, you're going to find that that's resource-intensive and slow whether you use ImageMagick or something else. You can still do it - but plan on building a way to cache the thumbs somehow.
