you mean the soup in the carribean. the goat's head in turkey is usually
roasted (and smiling). english cooking can be rocky, but the scotts like
scones which can be stoney (if spiced with the right herbs).
no permit needed to any of those three areas at last report (except for
southern turkey near iraq -- not far from where i picked the smile off a
roasted goat's head).
