You normally get a Passport from the State Department:

http://travel.state.gov/passport_services.html

There is an online database to search for offices to submit your
applications (mostly at Post Offices):

http://iafdb.travel.state.gov/

Normally it takes as long as six weeks to get a passport. You can pay to
expedite processing ($60 plus overnight delivery costs) to reduce that to
about two weeks:

http://travel.state.gov/passport_expedite.html

If you google, there are organizations that claim that they can get you a
passport in 24 hours. Your mileage may vary.

I went through the normal process last Fall and it took about three weeks
after I applied at the main Chapel Hill Post Office.
