think of mill villages of the late 19th and early 20th centuries. mill
owners would go up into rural western NC and entice these folks to come
down to the big city and live in "nice" houses and work for the man. from
what i read, it worked well. mill workers were happy to live together and
work for next to nothing because they got a cheap place to stay. the
mill houses were owned by the mill. the company store at theend of
the road was owned by the mill. mill owners were happy because they had a
very cheap work force who kept supplying more workers each time they had
children. and the money that the workers made went right back to the mill
for rent, food, etc.

there is your history lesson for the day.
