Sorry to hear someone doesn't have enough talent to create their own site,
but were so impressed by yours that they stole it.

I'm ~very~ familiar with this (it's happened a number of times to a number
of large unique sites I've created), but since my work is created for a
government agency, my work is not copyrightable. It's painful to just stand
by and watch it happen. I guess the Gov. lawyers have better things to do,
like shutting down the EPA website (see: http://www.junkscience.com )
But, everyone keeps reminding me that it's the sincerest form of flattery...
and if you believe that....

I hope you'll be able to nail those suckers to the wall!
