Actually, the reverse is true. Non-insurance patients are charged the *standard* rates. Insurance companies negotiate a rate which is lower than the standard.

Hospitals *rarely* discount for cash and it has to be cash up front. *Some,* again *rare* doctors will discount for cash up front.

*Sometimes,* again, not the rule but rather the exception, you can negotiate the insurance rate on a bill with a hospital but usually only if you pay within a very stort period of time.
