Those millions will also need water
and that water has to come from already stretched sources so wastewater
will become even more valuable.
California has more water than it can ever use just west of the coastline.
"Desalinization technology is improving and costs are falling, though, and Tampa Bay, FL is currently desalinizing water at a cost of only $650 per acre foot."
