I took a look at San Juan County Washington http://www.pfbestplaces.com/default.asp?pageAction=Stats&CountyId=53055
This as I recall is made up of islands up towards Canada. You have to really like living on an island to do it...
The first thing that jumped out was the income, heck the average household income is a lot more than we make in a year. Heck the house prices put that WAY out of my reach.

The one county I know about (that's on the list- Stearns) in Minnesota is close to the cities & that's where the people are.

I'd guess that my idea of "rural" is different from what the magazine is shooting for.
