But the object isn't enforcement. That's the whole point. The object is M - O - N - E - Y ! They make bundles on CAMP every year!
And the end run on NAIS and PAWS is private companies. There are BILLIONS to be made and that is the point. Do the math at $12.50 for registration plus $35 per chip for every dog and cat in the U.S.
then do the same math for chickens, pigs, sheep, goats, cattle and horses.

When one wanders within two miles of this homestead, one encounters
countless
pigs, goats, sheep, horses, cows, chickens, rabbits and all sorts of
livestock that the people depend on for part of their livelihood, have
done so for
many a year, and would not willingly give them up. The number of personel
to
manage a mandatory NAIS just in this hollow is staggering and the number
required
to enforce it against the people's lack of cooperation defies the
imagination.
I agree. It cannot be managed and enforced. Something like marijuana. Govt.
has been warring this for decades and never been able to enforce. Laws are
one thing, enforcement is another. Still better never to make laws that are
detrimental or just plain stupid.
