I can't swear to this as gospel truth, but I believe there's a law
preventing those monies being invested thus. Such investment would certainly seem to be the answer.
Current law precludes such investment. As Bush wants the law changed, now is the time it can be done. But it won't be. It wouldn't buy enough political contributions.
