I have had two Hansa roses growing in Zone 5 gardens for nearly 15 years.  They are rugged!  Deer haven't touched them.  Some years I have stooled them, other years lightly pruned them down.  No fertilizer, sprays, etc. 
 
The other more recent introduction (in addition to Knock Outs) I've become really fond of is Lady Elsie May.  Doesn't get the size of a Hansa, but is just as carefree.  Don't know about deer since it's been planted behind a deer fence.

I haven't intentionally grown any roses in at least 20 years.  Between the deer browsing them down to nothing and the chemicals needed to keep anything that survives bambi and company...they've just been to much trouble.  In their place we now have zillions of peonies.  BUT, there's a spot at my place in upstate NY (zone 5 where I still have some daffodils just opening up) where I'd like to plant a large shrub rose that will eventually fill a space about five feet or more in diameter.  Prerequisites:  I'll feed as necessary, prune annually if needed but it's got to be disease resistant...oh and of course red to reddish and somewhat fragrant.
 
Deer are not an issue at this location and neither are Japanese beetles.  Had one deer in the past year...a fawn that fell asleep on my back porch.  Haven't seen a Japanese beetle in the area in the three years I've had the property.
 
Is this baby out there?  Open to any and all suggestions.
