As part of a display for what you can compost, I checked on newspaper
and magazines. Many moons ago colored inks were metal based and some
were toxic. Today they all will decompose easily. The only concern is
shreading so that they dont mat down. For mulch, matting is a feature,
which prevents weed growth.
