Individual eBayers are NOT paying attention to Ag Dept requirements.  EBay could be one of the greatest eco threats out there right now.

If you have unique plant varieties eBay offers an excellent solution to sell extra plants.  Even more commonly available plant material is auctioned off.  You must be willing to properly pack and ship the plants, which is fairly labor intensive.
You also need to be aware of the recipients' state requirements.  Everything from gypsy moth, Japanese beetle and invasives to the restrictive California rules need to be considered.  The USDA has a site that lets you search for all the regs regarding transporting any plant, particularly field grown, into that state.
