Oh, sorry. -C must have been added after 0.61. That's OK; it would just
tell you the compile-time options.

TDSDUMP is your friend here. The first few lines of the log will tell you
if iconv was successfully initialized.

If you run a trivial query selecting a few accented characters and post your
log file (be advised it includes your password), we should be able to nail
it down.
