You could get FreeTDS from cvs and build using the Cygwin tools.
This is what I have done and it works. However, I haven't tried it lately.

To the best of my knowledge this can not be used for ODBC drivers.

ODBC drivers need to talk to the Driver Manager to install a new driver.
This will create the entries needed in the regestry and it will allow the
driver manager to create DSN's for the driver.

I have not been able to compile the FreeTDS stuff on Win32 (only tested
with 0.60-snapshots). As soon as I get the time I'll have a look at it and
perhaps add the functions needed to do the installation. I've done this
for FrontBase last year.
