Use a packet sniffer to take a look at whether a connection is even being
attempted. Network Unreachable messages are generally caused by routing
issues, although if you can ping and connect with telnet then this is
probably not the case.
Are you using the make check routines to test this out or are you using
your own script? I think if you set the environment variable TDSDUMP to a
logfile and then run make check, there will be some useful information saved
in a logfile for you.
