I'm looking for a source that suggests the idea that Paul of Tarsus sent the people in Romans 16 to Rome to transplant a cosmopolitan church there. I've heard some scholars suggest this, but haven't found it in print. The idea is that after Claudius' ban was lift, Paul sent Priscilla and Aquila back to Rome to spearhead the church. And then sent many Gentiles there along with some Jews he knew personally, so that it would match the city.

Any confirming thoughts on this theory would be appreciated.

This is an adventurous theory that has absolutely no textual basis. There is no evidence that Paul sent  Prisca and Aquila anywhere; indeed, if they were, as likely, his patrons in Corinth, they would scarcely be his to order around.

There is no evidence that any of those mentioned in Romans 16 were sent by him. It is likely that Phoebe carried the letter; none that Paul was able to direct her to go to Rome.

Such theories may be fun, but not really of much use.
