It's been a while since I read that, but if I remember right it deals
with a later period than even the Pastorals at their latest proposed date.
Also, as modern churches vary considerably on the precise office of deacon
(e.g. clergy or laity?), I would be slow to define Phoebe as an early form of
"priest" simply because she is called deacon. Even from the Pastorals it is
not completely clear which offices would be paid positions (1 Cor 9:9; 1 Tim
5:18) and which would not. No wonder modern churches vary so in their
ecclesiatical interpretations of these passages.

there is no need for the pastorals to be exhibiting a later =
ecclesiology. We are not told that he apponted deacons, but Paul =
certainly appointed elders from his first mission journey (Acts 14:23), =
again supporting the idea of at least a single teir structure from teh =
beginning.
