As a follow-up to my previous post...
Paul use of the theme of Pharaoh in his discussion of Gentiles/Israel and "predestination" earlier in Ro. suggests that this was on his mind. Perhaps this is what he was thinking of (the "model" in his mind - as it were) when he wrote Ro 13. Pharaoh, in Paul's thought, acted "by the will of God", yet one would be unfair to Paul's thinking to suggest that this implied an uncritical acceptance of what Pharaoh did.
