This is a hoax.
SULFNBK.EXE is a real Windows utility - don't delete it unless
you have reason to believe it is infected.
(The hoax probably originated because certain older viruses
occasionally loaded an infected SULFNBK.EXE as their payload.)
Search on the www.symantec.com site you referred to under
No. 2 and you will find a page about it.

This probably isn't a hoax. Badtrans spread itself very
widely :-(
