A piccolo bass is virtually just like a regular electric bass, except
that it has lighter strings and it's tuned in the same octave as a
guitar. Stanley Clarke is probably the best-known piccolo bass
player.

I think the "small bass guitar" being referred to here may be a
baritone bass guitar; Danelectro made the most common version. They
were usually the same scale as guitars but were tuned down to the bass
register and used a lot in country recordings for that "ticky tacky"
bass tone.
