That's a choice that is available and I see no benefit or need to
hasten others to that conclusion by removing what you've characterised
as "training wheels" from the CC toolbox.

While the NC and ND options are not the most generous (or even useful)
of options, it is a transitional provision perhaps but one that will
take longer to work through for some than others. Remove them when
they aren't used, not to force them not to be used.

Generally speaking we only remove the appendix when it is diseased,
not merely because its vestigal. Plus there may be a use for ND & NC
which is not yet recognised.

There's also the element of bait and switch, something Twitter & their
API changes are being rightly drubbed for. Luring developers in with
a loose set of conditions to fix shortcoming in Twitter's work, then
later tightening them is not a way to build a reliable platform, which
in the end is what CC, IMHO, should aim to be and provide.
