there is a certain irony (i think) in the fact that

"please feel free to modify it" is an implicit CC licence (of a non
specific form)

The document has no mention of its own licence (in human readable format
- or to the best of my meagre abilities - in machine readable format).
How do you add a machine readable licence to a PDF?

the URLs/mailtos in the PDF documents are not hyperlinks

The document(s) are scanned text - rather than "printed" PDF - thus much
larger

This document (2 files which should be one) is not on the CC-NZ website

It should maybe also be available as a "source" file - rtf, open office,
something else so it can be modified.

no criticsm intended...

Thanks very much for your response, Leigh. Louise O'Brien said
she's been in touch with you - part of your development work.

I've attached a copy of the flier. Seems I only have it in pdf -
please feel free to modify it. In its modified form it will undoubtedly
be of use to us as well.

On the other things, I'll pick up a conversation after the Board
meeting in a week's time.
