I have seen that happen.
Somebody posted a graphics on the Web and put an ND license on it.
First question on the forum: "How about BY-SA?"
Which was promply done - the license choise was simply a mistake.

If the license hadn't been CC, the requester would have had to explain what exactly he wanted. Far more work to understand what he wants, check that there are no loopholes in the new language, and implement the change.
